What is it?

The Tournament Administrative System is a comprehensive automated system, specifically developed for U. S. Youth Soccer, that is composed of three main sub-systems:  The Referee Management System; The Assessor Management System; and The Tournament Administrator System.  The system was designed so that the sub-systems can be operated as an integrated package or as stand-alone systems.  The system can provide the tournament administrators, Tournament Directors, Referee Directors and Assessor Directors, with an automated tool for managing the assignment of officials and match results in an organized and timely manner.

Referee Management System

The Referee Management System provides the capability for the assignment staff to register referees and make appropriate assignments to matches.  An on-line history of officials who have attended in prior years is available to the assignors to assist in the timely and proper assignment of officials to the current year’s matches.  On-line tools and reporting capabilities are available to enable the Assignor to make the most appropriate and efficient assignment of the officials to each match.  Some of the assignment criteria that is automatically filtered during the assignment process is:  non-availability of official to own state's teams; optional non-assignment with fellow official from same state; optional non-assignment to match with a team that the official has already been assigned to officiate;  optional non-assignment during same time as affiliated (son's or daughter's) team is playing.

Tournament Administrator System

The Tournament Administrator System provides the capability to register the participating teams and assign them to their appropriate groups.  Once the field assignments are determined they are entered into the system and this information is then available for use by the Referee and Assessor Assignment Systems. As the Tournament progresses, match results can be entered and timely group standings are calculated and available for posting.  Sportsmanship scores, goals scored for Golden Boot standings, and Red/Yellow card data can be entered as the Game cards are returned for up-to-date reporting.

            Assessor Management System

The Assessor Assignment System functions are similar to those of the Referee Assignment System in that they provide the assignor with the functions to make timely and efficient assignments of the Assessors attending the tournament.  To assist in maximizing the number of officials assessed, once an assessor is assigned to assess an official that official is clearly flagged as being assessed in order that he not be assessed again unless specifically requested by the tournament staff.  To assist the Referee Assignment staff the results of all assessments can be recorded as the assessments are completed.  Reporting of assessment results is provided.
